Building\construction management practical engineer - criteria for registration in the register of practical engineers who are graduates of foreign institutions

 

Recognition of institution and diploma

​A recognized institution by virtue of the Authorization Committee approval.
 

Principles and considerations regarding registration in the register

​The Authorization Committee or the Registrar of Practical Engineers and Qualified Technicians (hereinafter: "the Registrar") or experts on their behalf may make one of the following decisions in relation to the registration of an applicant for registration in the Register of Practical Engineers and Qualified Technicians (hereinafter: "the Register") in accordance with the results of their examination of the materials presented by the candidate for registration in the Register.

  1. Unconditional registration in the Register.
  2. Supplements as a condition for registration – supplements may be in the field of studies or employment experience or in special courses for special supplements. The supplements shall be taught in technological training institutions in Israel.
  3. A reasoned rejection of the application.


 

Criteria for registration as building\construction management practical engineer

A. A graduate of a foreign educational institution shall be entitled to be registered in the Register as an engineer in the Architecture Division if he complies with the following threshold conditions:

  1. He is in possession of a diploma or degree or training from a higher education technological institution for buildings engineering/ construction management studies where the studies lasted at least two years and comprised about 2,700 academic hours and the institution and the diploma and all components thereof have been recognized by the Authorization Committee pursuant to Section 14 of the Practical Engineers Law.

  2. The candidate's syllabus comprised core subjects and a critical mass of subjects consistent with the training syllabus for buildings and construction management engineers in Israel in accordance with what is specified in the Schedule to these criteria.

  3. The syllabus and the diploma for the aforesaid training entitle the candidate to a recognized professional status in the country where he pursued his training.

  4. The Registrar may examine the diploma to see that it contains all the contents or examine the presentation of materials before a committee of experts on behalf of the Authorization Committee.

  5. The Authorization Committee or the Registrar of Practical Engineers or experts appointed on their behalf shall be entitled to request any additional material they think may be required to prove the professional qualifications and their conformity to the requirements in Israel and they shall also be entitled to summon the candidate to a professional interview or a partial/comprehensive examination and in any other way it thinks may be required for the purpose of proving the candidate's qualifications.

    If the candidate for registration is summoned to an investigative committee as aforesaid, the candidate shall be required to present the final project he produced at the institution that summarizes and centralizes the relevant study subjects and the core subjects. The scale presented shall be legible and acceptable and/or in accordance with the requirements of the Authorization Committee and/or the Registrar of Practical Engineers. The works portfolio shall include all the following materials:

B.  CLARIFICATIONS: summons to a personal interview:

  1. In cases where the candidate does not fulfil one or more of the threshold conditions or where there is lack of clarity with regard to the contents of his syllabus, insofar as these matters concern the core subjects and the critical mass of the matters consistent with the relevant registration division, the candidate shall be summoned to appear before a committee of experts and/or advisors to the Authorization Committee and the Registrar of Practical Engineers.
  2. The candidate must be prepared for a hearing at the Committee and refresh his memory with regard to the required materials. The candidate shall present the materials to the Committee at the regulator's demand. The candidate shall be asked questions with regard to the subjects of the core subjects and other courses in accordance with the expert's decision.
  3. Presentation of the material: the project shall be presented in its entirety, as presented within the school framework and/or on a scale allowing the material to be read and understood.
    Models and/or a slideshow may be presented on a laptop computer brought in by the candidate only as accompanying material, and not in place of printed pages.

Clarification: the definition of the core subjects does not constitute any waiver of the existence of theoretical and other subjects in the training syllabus.

In order to understand the ability to study the core subjects, it is mandatory to take various supporting courses that are not defined as core subjects and are studied in different ways all over the world.
