Israel National Contact Point for the OECD Guidelines for Multinational Enterprises

Enterprises operating in global supply chains have the potential to generate growth, employment and skills through their operations and sourcing. On the other hand, when enterprises fail to act responsibly, they risk contributing to adverse human rights, labour and environmental impacts in their operations or through their supply chains. To provide a coherent and comprehensive approach to responsible business conduct the adherent governments of the OECD endorse the OECD Guidelines for Multinational Enterprises.

The OECD Guidelines for Multinational Enterprises

The OECD Guidelines for Multinational Enterprises are the most comprehensive set of government-backed recommendations on responsible business conduct in existence today. The governments adhering to the Guidelines aim to encourage and maximize the positive impact Multinational Enterprises can make to sustainable development and enduring social progress.

The Guidelines are far-reaching recommendations addressed by governments to multinational enterprises operating in or from adhering countries. They provide voluntary principles and standards for responsible business conduct in areas such as employment and industrial relations, human rights, environment, information disclosure, combating bribery, consumer interests, science and technology, competition, and taxation.

The Guidelines form one part of a broader OECD investment instrument called the Declaration on International Investment and Multinational Enterprises, a policy commitment by adhering governments to provide an open and transparent environment for international investment

National contact points

The Guidelines are supported by a unique implementation mechanism of National Contact Points (NCPs), agencies established by adhering governments to promote and implement the Guidelines.

The NCPs assist enterprises and their stakeholders to take appropriate measures to further the implementation of the Guidelines. They also provide a mediation and conciliation platform for resolving practical issues that may arise.

The Israeli National Contact Point (ILNCP) is housed in the Responsible Business Conduct unit in the OECD department at the Foreign trade administration in the Ministry of Economy and Industry. The NCP is assisted by an advisory committee that includes representatives from the Ministries of Economy, Finance, Foreign Affairs, Justice and the Environment, as well as other offices, when necessary. In addition, the NCP works in cooperation with the Manufacturer's Association, worker's organizations and civil society to promote awareness of the guidelines.
